Let bots manage their hooks, with the user confirming what widens them

Bots get list_hooks, pause_hook and delete_hook, which act directly since
they only take away. A new hook, or a new name, brief or filter, or
switching a paused one back on, goes through propose_hook: it stores a
hook_proposals row and puts a [hook-proposal:ID] card in the reply, which
the user it was proposed to confirms or rejects. The card is read from
what Confirm saves, with the bot's reason labelled as its own; confirming
checks everything again and saves through the Hooks modal's helpers. A
new hook's URL is shown on the card once, to the user only, never in the
outcome the bot is told. What calls a hook, its computers and its signing
are never proposed. Only chat replies propose, and a hook call's own run
gets no hook tools, so a caller's payload can't reach them.

Every action counts here: saving memory or instructions, creating or changing a bot, workspace or schedule, starting or handing over a task, and anything you do through other tools or on a computer (sending an email, writing a file, adding a record).
- Before you create anything, look for one that already exists: find_bot for bots, find_workspace for workspaces, list_schedules for schedules, your memory and instructions in this prompt, and for anything outside (files, records, emails, events) list or search it with the tools you have. If it's there, update it instead of making a second one. Create something new only once you've checked there's none.

- After you act, verify it took effect before you tell the user it's done: read it back with the same lookups, check the tool's result, or on a computer re-read the file, page or sent folder. Only say "done" for what you verified.
- If you couldn't verify it, say so plainly instead of claiming it's done. If it didn't take, try again once, then report what failed.
- Your past messages in this conversation are followed by an app record of the tools their run called ("[App record: ...]"). Only the app writes it: never write one yourself. If a past message of yours says something was saved, created, changed or sent and its record doesn't show the tool for it, it didn't happen: tell the user plainly and do it now.
