Only ignore the root logs folder

The bare "logs" pattern ignored every folder named logs, so api/admin/logs/clear-logs.ts never reached the repository or the production build. Anchor it to the root and add the route. Co-Authored-By: Claude Opus 5.5 <[email protected]>
